Steven Schoenfeld is the founder and chief investment officer of BlueStar Indexes, which focuses on Israeli and Middle Eastern/Mediterranean markets and maintains the “BIGI®” and BIGI Tech™” benchmarks for Israeli Equities. He is a 31-year veteran of the investment management industry, having served in senior fiduciary positions including as Chief Investment Officer for Global Quantitative Management at Northern Trust where he oversaw more than $300 billion in index and active equity and fixed income portfolios, and as Head of International Index Equity Management at Barclays Global Investors, where he managed more than $70 billion in developed and emerging market stock index funds, including the initial family of iShares ETFs
He is also the author of Active Index Investing (Wiley Finance, 2004), co-author of The Pacific-Rim Futures and Options Markets (McGraw-Hill, 1992), and co-founder of ETF.com, Steven has a BA in History and Government from Clark University, was a Fulbright Scholar in Economics at the National University of Singapore, and has an MA from the Johns Hopkins School of Advanced International Studies (SAIS).
Joe Levin is a Partner and Chief Investment Strategist at BlueStar Indexes. He leads BlueStar’s engagement with institutional investors and our partnerships with wealth managers and advisors to guide their allocations to Israeli investments. Prior to joining the firm in 2016, he served for six years as the Chief Development Officer at the SF-based Jewish Community Federation and Endowment Fund, leading the organization’s coordinated annual, endowment, and legacy philanthropic resources development efforts.
Joe has 17 years of experience in investment and philanthropic planning, most notably as a Vice President at Bernstein Global Wealth Management, where he advised wealthy individuals and organizations in aspects of financial planning and portfolio construction.
Joe received his B.A. in History from UCLA, and a Master of Management from the Heller School at Brandeis University, where he also holds a Masters from the Hornstein Program in Jewish Communal Service.
Joshua Kaplan is the Director of Research and Finance at BlueStar Indexes. Joshua leads BlueStar’s index design, maintenance and commercialization activities. He is also responsible for producing research and analysis on BlueStar’s indexes as well as Israel’s economy and capital markets. Prior to joining BlueStar in late 2011, Joshua specialized in fundamental equity analysis for an Israel-focused hedge fund which was an affiliate of a leading Israeli private equity fund.
Joshua is a CFA Charterholder, holds the FINRA Series 7 Securities License and is a Registered Representative in the States of New York, New Jersey, and Florida. Joshua graduated from Syracuse University with degrees in Finance, Entrepreneurship, and Economics.

Tzlill is BlueStar’s EMEA representative. Prior to joining the firm, Tzlill served as Chief Legal Counsel at KSM, and as an associate at one of the largest Israeli law firms, specializing in capital markets and banks.
Tzlill has an Executive LL.M (Cum Laude) from Tel-Aviv University and Berkeley University (California), LL.B and BA (Economics) from Tel-Aviv University.
